This deals with through freight, pool service. It applies to a conductor regularly assigned to pool freight or to an extra conductor filling a vacancy on a crew in pool freight service. It is expected that a conductor called in pool freight service will operate her or his train from the terminal from which called to the other terminal. There are times where the conductor can only make it part way. Should that happen she or he should encourage the train dispatcher or corridor manager that the trip should be completed by deadhead to the far terminal. It pays one trip rate. If the conductor returns to the initial terminal and then deadheads to the far terminal, it pays two trip rates. A conductor may operate train A from the initial terminal, trade trains at an intermediate point and complete the trip to the far terminal on train B without penalty. It pays one trip rate. A conductor called to deadhead from terminal to terminal, may be used to operate a train from an intermediate point to the far terminal without penalty. It pays one trip rate. A conductor operating a train from the initial terminal to an intermediate point where she or he changes trains and operates the second train back to the initial terminal will do so with penalty due. It pays two trip rates. A conductor who operates a train from the initial terminal to an intermediate point and returns to the initial terminal where she or he is released from further service, is requested to claim a "FLIP RATE." The flip rate was designed to pay for a round trip from home terminal to away-from-home terminal and return home without a layover. The general chairman requests you claim a flip rate when you are returned home even if you don't touch base at the other terminal. Regularly assigned pool freight conductors who are returned to the terminal without reaching the other terminal will be placed first out and used upon rest. Now just a word about conductors or brakemen used from the extra board. If you are used in yard service or if you depart the terminal, you go to the bottom of the board when released from yard service or you return back to the terminal. If you are released from road service without having departed, you go first out.
